Managing PvP skills without affecting PvE
This is probably not a very elegant solution, but it can be a catch-all one.
In our world now, we have seperate sets of rules for what is allowed in public, and what is allowed in a sporting arena. Sports govern themselves to a certain extent, so some conduct in sporting arenas that are illegal in public is allowed to occur.
If the PvE world is considered public space, and the PvP arenas are considered sports in the Guild Wars world, you can have an overarching set of rules that govern PvP play and skills, without it affecting PvE (and vice versa).
A status which all players will be under, while PvPing. I call it "Judgement of Balthazar", which are the ground rules for PvPing. Be they nerfs and buffs to skills, or not allowing the stacking of certain skill combos or any other things.
These are sports rules meant to balance the sport of PvP, so that it remains enjoyable to participate in, and to watch (observe). And have no bearings to the outside world, where we need all the skills at our disposal to deal with monsters that don't play by the rules.
It is a justification for skills and builds to have two effects, one in the arena, and one in the public. Just as an F1 racing car wouldn't be allowed on the streets. And a smash to someone's face would be the lockup, instead of the sin bin.
